DiRT 3 is pretty old at this point and recommends a Phenom 2 and Radeon 6000 graphics for optimal experience. It will probably work fine on just about anything. And its free so you can’t loose.

The RAM isn’t an issue and my GPU barely meets the requirement. It’s the CPU. The MBA has an i5 but it’s only 1.3 GHz

Those low power CPUs used in the MBA turbo like a boss. That combined with the hyperthreaded cores in the modern i5 put it well past the old pentium. Before I bought my current laptop I used to do all my gaming on an i3 2310m with HD3000 graphics.

Don’t worry about the clock speed. We really haven’t had any MHz gains in a decade or so, but plenty of performance gains. Hell, my laptops have gone 2.6GHz->2GHz->1.3GHz->900MHz, and have gotten faster every step of the way.
Don’t worry about overstressing it either, the chip knows how hot it is running and will speed up if it has the headroom or slow down to protect itself as needed.

Not at all. It’s asking for a 2.8GHz Pentium D, but even the slowest Core 2 Duo (from 2006) would beat that (on a per-clock basis, the Pentium 4 was a very bad processor). An i5 should have no trouble, even at the low clock of an ultraportable.
